Importer means any person who whether as owner, consignee, agent, or broker, is in possession of, or in any way entitled to, the custody or control of the plant, plant material, or plant product.

Import Permit is an official document authorizing the importation of a commodity in accordance with specified phytosanitary import requirements (established through Pest Risk Analysis). An import permit is a commodity and country-specific.
Required Documents
For Import Permit following documents are required:

• Applicants National Identity Card
• Authority Letter from the proprietor (in case of an agent)
• Fee Deposit on prescribed challan (Click Here)

Release Order (No import shall be done without obtaining a valid import permit.)
Release Order is an official document that authorizes the entry of a commodity after mandatory clearance (through Inspection, Sampling & Treatment). The following documents are required for the release order:
• Application on prescribed proforma (Click Here) at least a day before the shipment in case of non-perishable plant and plant product.
• Valid Import Permit issued by DPP
• Valid Phytosanitary certificate issued by the exporting country
• Commercial Invoice of the commodity issued by the exporter
• Packing List issued by the exporter
• Bill of Lading, Shipping or Airway Bill, Bill of entry.
• Authority Letter from the proprietor (in case of an agent)
• Good Declaration (G.D)
• Treatment Certificate (if any)
• Treasury Challan on prescribed proforma (Click Here)
• Any other document prescribed the department from time to time
